The Most Significant Racial/Ethnic Issue of the Decade

Not only are we nearing the end of the year but also the end of the first decade of the new millennium. I recently posted about the best and worst news events of 2010. In this post, I would like to take an even broader look at news events and other political, economic, cultural, and demographic trends of the last 10 years to identify what I consider the most important and significant issue that has affected racial/ethnic relations in the U.S. so far in the 21st century.

There are certainly many potential issues, trends, and events from which to choose. An obvious one are the 9/11 Attacks and the resultant War on Terrorism. As I’ve detailed since that fateful day in 2001, lives of Americans from all racial/ethnic backgrounds were literally changed overnight, not the least of whom were and are Arab and Muslim Americans, who have to balance their dual identities of being both Americans while also frequently being seen as “enemies in our own backyards.”

Another clear choice would have been the election of Barack Obama as the U.S.’s first non-White President. His campaign and eventual victory were certainly very historical moments in the racial/ethnic landscape of American society. For good and for bad, they further brought many underlying racial issues to the surface of American society and resulted in both more cohesion and divisions across racial/ethnic lines.

Further, a third good choice could be the emergence of Unauthorized Immigration as a divisive, hot button issue within American society. As the need for cheap labor increased, so did the numbers of immigrants from all over the world but particularly from Mexico and Central America arriving in the U.S. to fill that need. In the process, their presence led to numerous and ongoing debates and conflicts over whether their presence is good and bad for the country.

But in the end, I believe that one racial/ethnic issue in particular is even more significant than the others. This issue has become a underlying political, economic, and cultural dynamic that has exacerbated, intensified, and reinforced the effects of the other three that I mentioned above. In many ways, this issue has become a fundamental factor upon which many contemporary forms of racial/ethnic inequality and controversy are now based. That issue — the most significant racial/ethnic issue of the decade — is Globalization.

Globalization: Its Forms & Effects

Of course, there are different definitions of globalization. For my purposes, I define it as the contemporary and ongoing institutional process involving increasingly frequent and complex political, economic, and cultural interconnections and competition between countries and groups of citizens around the world.

Globalization can also take many specific forms. As I detail below, those that have had significant effects on racial/ethnic relations in the U.S. this first decade of the 21st century include demographic change, outsourcing and postindustrial occupational shifts, increased economic competition in the global marketplace, and decreased economic stability on the institutional and individual levels.

In taking each form one at a time, the first significant effect of globalization on American society and racial/ethnic relations is demographic change. For some time now, due to the continuation of high levels of immigration from non-European countries and the relatively high birth rates of non-White racial/ethnic groups, the U.S.’s population is gradually shifting from overwhelmingly White to more racially diverse and multicultural. In fact, the Census Bureau projects that if current trends are sustained, Whites will cease to be the majority population somewhere around 2050. Whites will still be the largest racial/ethnic group by far but for the first time in several centuries, non-Whites will comprise more than 50% of the U.S.’s population.

These demographic changes have already transformed the racial/ethnic composition of numerous cities, metropolitan areas, and states around the country. Further, such shifts have inevitably led to political and cultural transformations as well in these locations as well, such as the creation of new ethnic enclaves and communities where the majority of the population are Asian American, as one example. As social disorganization theory describes, such demographic changes have inevitably led to some resentment and tension between more established residents (predominantly White) and “newcomer” groups (who are predominantly non-White).

Globalization has also resulted in accelerating postindustrial trends in the occupational structure of the U.S. While the U.S.’s economy has been gradually shifting from one dominated by manufacturing to one focused more on services, in the past two decades, globalization seems to institutionalized a segmented labor market in which almost all new jobs that are created are located either near the top of the occupational structure (involving knowledge management and information technology, requiring high levels of education and job skills, and resultant high pay) or near the bottom (manual labor service sector jobs that require little education or job skills and involving low pay and job security). New middle-level (for example, “blue collar” skilled manufacturing) jobs are much less common these days.

The New Normal: Economic Instability

What this means for racial/ethnic relations is that there is more economic competition for jobs that offer some opportunity for social mobility. In the past, White workers were able to count on these mid- and high-level jobs that would propel them and their families into the middle and upper classes through succeeding generations. But today, due to globalization (and other factors), Whites face more frequent and more intense competition for such jobs from immigrants and non-Whites.

This is important because one of the most consistent sociological patterns through the years has been that whenever you have economic competition, almost always it will eventually lead to racial/ethnic hostility. Taken together, this increased economic competition seems poised to become the norm in the near future due to the ongoing effects of globalization and related forces.

However, because many White Americans have grown accustomed (perhaps even feeling entitled) to economic security and a middle class standard of living, these fundamental institutional changes and feelings of economic insecurity are likely to be the biggest shock to them. Feeling destabilized themselves and perceiving that others (particularly immigrants, American non-Whites, and international non-Whites) to be benefiting at their expense, it is not surprising that many Whites would ultimately feel threatened, angry, and engage in some form of backlash or scapegoating.

Therefore, it is within this context that I feel that globalization is the most significant racial/ethnic issue of this past decade. The demographic shifts and economic instability brought on by globalization and felt by many Americans, but particularly White Americans, forms the foundation upon which much of the anti-immigrant and anti-minority tensions, hostility, and backlash of the past 10 years is based, along with magnifying its political, economic, and cultural effects.

The war on terrorism and much of the anti-Arab and anti-Muslim suspicions involve the conscious or unconscious fear of America’s majority White and Christian cultural dominance being threatened. In many ways, Barack Obama’s election as our first non-White President also symbolizes a loss of power for the majority White establishment. And much of the vehement opposition to unauthorized immigration again is based on the direct and indirect fear that non-Whites are “taking over” or “invading” the U.S., determined to “overthrow” its majority White culture.

So while there have been many notable and important news events in this past decade that have affected racial/ethnic relations, from a sociological point of view, one significant common thread among them all is that, to a large extent, they are based on the demographic, political, economic, and cultural effects of globalization and how such effects are perceived to be a threat to the institutional power and hegemony of the U.S. White majority population.

China’s Case of Cultural Schizophrenia

A few recent articles about China caught my attention. After taking them all in, one common theme became clear to me: China has made a lot of economic and cultural progress in recent years as it strives to become the next global superpower. At the same, as my previous blog posts have mentioned, China still lags other countries and societies when it comes to certain issues such as human rights, consumer protection, etc.

With this dichotomy in mind and as these most recent articles will highlight, China seems to be at a crossroads: is China willing to and capable of taking the next step and becoming a truly respected global superpower, or is it fated to just have economic power without real global acceptance as a legitimate ‘developed’ nation?

Specifically, in a recent column in Time magazine, Fareed Zakaria argues that despite the ongoing controversy over whether China’s government deliberately devalues its currency to artificially keep its goods cheap in overseas markets, China’s real problem is that, for it to continue to stay globally competitive, it needs to invest in improving the human capital (education, postindustrial job skills, etc.) of its citizens:

The real challenge we face from China is not that it will keep flooding us with cheap goods. It’s actually the opposite: China is moving up the value chain, and this could constitute the most significant new competition to the U.S. economy in the future. For much of the past three decades, China focused its efforts on building up its physical infrastructure. It didn’t need to invest in its people; the country was aiming to produce mainly low-wage, low-margin goods. As long as its workers were cheap and worked hard, that was good enough. . . .

Now China wants to get into higher-quality goods and services. That means the next phase of its economic development, clearly identified by government officials, requires it to invest in human capital with the same determination it used to build highways. Since 1998, Beijing has undertaken a massive expansion of education, nearly tripling the share of GDP devoted to it. In the decade since, the number of colleges in China has doubled and the number of students quintupled, going from 1 million in 1997 to 5.5 million in 2007. China has identified its nine top universities and singled them out as its version of the Ivy League.

That rationale makes perfect sense to me — as the world economy becomes more globalized, postindustrial, and information- and data-intensive, workers with these advanced educational and job skills are poised to have an advantage in the labor market. This is basically what the rest of the world believes as well. But as a New York Times article points out, the problem in China however, is that this rush and pressure to improve one’s education seems to be increasingly associated with academic fraud:

The exposure of Mr. Zhang’s faked credentials provoked a fresh round of hand-wringing over what many scholars and Chinese complain are the dishonest practices that permeate society, including students who cheat on college entrance exams, scholars who promote fake or unoriginal research, and dairy companies that sell poisoned milk to infants. . . .

[A] lack of integrity among researchers is hindering China’s potential and harming collaboration between Chinese scholars and their international counterparts, scholars in China and abroad say. . . . Pressure on scholars by administrators of state-run universities to earn journal citations — a measure of innovation — has produced a deluge of plagiarized or fabricated research. . . . [E]arlier this year, The Lancet, the British medical journal, warned that faked or plagiarized research posed a threat to President Hu Jintao’s vow to make China a “research superpower” by 2020. . . .

[P]lagiarizers often go unpunished, which only encourages more of it. . . . The Chinese government has vowed to address the problem. Editorials in the state-run press frequently condemn plagiarism and last month, Liu Yandong, a powerful Politburo member who oversees Chinese publications, vowed to close some of the 5,000 academic journals whose sole existence, many scholars say, is to provide an outlet for doctoral students and professors eager to inflate their publishing credentials.

Fang Shimin and another crusading journalist, Fang Xuanchang, have heard the vows and threats before. In 2004 and again in 2006, the Ministry of Education announced antifraud campaigns but the two bodies they established to tackle the problem have yet to mete out any punishments.

We do need to keep in mind that in many Asian countries, there is a greater sense of collective harmony and group cooperation that differs from the ethos of individualism and “every-man-for-himself” that is more prominent in western countries. Also considering the rash of American corporate greed and deceit that contributed to the onset of the current recession, fraud is certainly not exclusive to China.

At the same time, and as Chinese authorities seem to recognize at least verbally, it is clear that this mentality of malfeasance is a problem that needs to be addressed for China to move closer toward full acceptance and respect as a true global superpower.

Another aspect of China’s “cultural schizophrenia” that caught my attention concerns the Nobel Peace Prize being awarded to Chinese dissident Liu Xiaobo, a former literature professor who has been variously persecuted by the Chinese government the past 20 years for championing democratic reform. The vast majority of the world is applauding the choice of Liu for the prize, with the obvious exception being the Chinese government. However, as a different New York Times article notes, another notable group of critics against Liu are other Chinese pro-democracy dissidents:

In recent days, a group of 14 overseas Chinese dissidents, many of them hard-boiled exiles dedicated to overthrowing the Communist Party, have been calling on the Nobel committee to deny the prize to Mr. Liu, whom they say would make an “unsuitable” laureate. In a letter, the signatories accused Mr. Liu of maligning fellow activists, abandoning persecuted members of the Falun Gong spiritual movement and going soft on China’s leaders. “His open praise in the last 20 years for the Chinese Communist Party, which has never stopped trampling on human rights, has been extremely misleading and influential,” they wrote. . . .

The letter and calls from other detractors have infuriated many rights advocates, inside and outside of China, who say the attack distorts Mr. Liu’s record as a longtime proponent of peaceful [and pragmatic] change. . . . More recently, Mr. Liu was given an 11-year prison sentence last Christmas for his role in shaping a manifesto, known as Charter ’08, that called for popular elections and an end to the Communist Party’s unchallenged grip on power. . . .

Whatever the merits of the anti-Liu Xiaobo camp, their very public sentiments provide a window into the state of the overseas Chinese dissidents, a fractured group beset by squabbling and competing claims of anti-authoritarian righteousness. . . . Even if they have differences over strategy, many intellectuals and activists inside China describe Mr. Liu as a dynamic thinker who appealed both to members of the party and many of its die-hard opponents.

Despite — or perhaps because of — Mr. Liu’s compassionate and forgiving nature, he seems to be caught in the “key to failure” conundrum as articulated once by Bill Cosby: “I don’t know what’s the key to success, but the key to failure is trying to please everybody.” In other words, his opposition to authoritarian rule has made him an enemy of the state to the Chinese government, but apparently he is not considered “radical” enough for other pro-democracy Chinese dissidents. It’s the classic no-win scenario.

It also reminds me of similar intra-ethnic tensions within the Vietnamese American community in which hard-line anti-communist refugees often accuse others within their community of being a communist when there is a disagreement on some issue. Another example is when some Asian Americans dismiss or criticize other Asian Americans for not being “Asian” enough, particularly those who are adopted or mixed-race.

On the one hand, it’s obviously unrealistic to expect that all Chinese — both inside and outside the country — to agree on all issues and aspects of their society and government policies. On the other hand, when members of your own community reject one of their own, particularly when it comes to a highly prestigious award such as the Nobel Peace Prize, it makes me wonder about whether such a fractured group can effectively act as a respected counterbalance to China’s authoritarian rule and its continuing less-than-stellar record on human rights.

Every country has its own problems and its contradictions when it comes to establishing a united identity and collective path forward so in that regard, China is no different from, say, the U.S. Also, I am not suggesting that China should blindly conform to all social aspects and policies that are characteristic of western societies. But what is unique in China’s case is that it wants very, very badly to ascend to the position and status of being a globally respected political, economic, and cultural superpower.

In many ways, China already has enormous global influence. But that is not necessarily the same as global respect and authority.

Tyler Clementi Suicide: The Interconnections of Grief

One of the biggest stories this past week was the suicide of 18-year old Rutgers University freshman Tyler Clementi. Most reports describe that he was apparently pushed into ending his life after his roommate and another student (Dharun Ravi and Molly Wei) broadcast a video stream on the internet of Clementi having sex with another male student:

On the evening of September 19, Rutgers student Dharun Ravi is believed to have sent a message by Twitter about his roommate, Clementi. “Roommate asked for the room till midnight. I went into molly’s room and turned on my webcam. I saw him making out with a dude. Yay.”

Ravi, 18, of Plainsboro, New Jersey, surreptitiously placed the camera in their dorm room and broadcast video of Clementi’s sexual encounter on the internet, the Middlesex County prosecutor’s office said. Ravi tried to use the webcam again two days later, on September 21. “Anyone with iChat, I dare you to video chat me between the hours of 9:30 and 12. Yes it’s happening again,” Ravi is believed to have tweeted. The next day, Clementi was dead. . . .

Ravi and Wei, 18, of Princeton, New Jersey, are charged with two counts each of invasion of privacy for the September 19 broadcast, according to the prosecutor’s office. Two more counts of invasion of privacy were leveled against Ravi for a September 21 attempt to videotape another encounter involving Clementi, the prosecutor’s office said.

At this point, the focus should be on supporting Tyler Clementi’s family, his friends, and all LGBT persons who are in similar situations of feeling humiliated, alienated, and alone in a society that it often too quick to ridicule and marginalize their identities. This is indeed a sickening tragedy on all levels and for everybody involved and as the NBC video segment below describes, bullying that leads to suicide is a real problem:

Inevitably, many will place the blame squarely on Ravi and Wei for perpetrating such a immature, callous, and reckless act. They indeed need to be disciplined but we also need to consider a few other factors before “locking them up and throwing away the key.”

The Double-Edge Sword

Ultimately people are responsible for their own individual actions, but as a sociologist, I would argue that their actions are another example of one of the unfortunate results of the growing ubiquity of the internet and technology — the erosion of basic social etiquette and norms of behavior. That is, while the internet and social networking sites now allow us to interact with and share information between people much more easily, widely, and quickly than ever before, as some researchers argue, they have also led to the decline of many social norms. A Pew Research Institute report notes that some of the negatives associated with increased internet use are:

. . . time spent online robs time from important face-to-face relationships; the internet fosters mostly shallow relationships; the act of leveraging the internet to engage in social connection exposes private information; the internet allows people to silo themselves, limiting their exposure to new ideas; and the internet is being used to engender intolerance.

It’s with this in mind that I would argue that part of Ravi and Wei’s mindset in perpetrating these acts was based on being desensitized to and detached from the consequences of their actions. This is not an excuse for their actions, which were indeed thoughtless. Nonetheless, from a sociological point of view, like many young people these days who grew up surrounded by the internet and the ease of uploading videos, electronically chatting with friends, and sharing virtually all aspects of their public and private lives, they probably felt that streaming Clementi’s private life online was just like other forms of social life that they engaged in themselves or saw on television through reality shows, etc.

I also need to mention the racial/ethnic aspect of this episode: both Ravi and Wei are Asian American and just like other tragic events in recent history in which the perpetrators were Asian American (the murders at Virginia Tech committed by Seung Hui Cho as one example), there are also likely to be generalizations about Asian Americans being conniving, intolerant, mentally unstable, and/or feeling of superiority perhaps due to their academic success, etc.

I hope that we can all recognize that, as with any racial, ethnic, cultural, or religious group, the unfortunate actions of one person or a small group of people should not indict everyone of that same group as being guilty by association.

As I noted earlier, I agree that Ravi and Wei need to be appropriately disciplined. But even if one or both of them had any anti-gay beliefs beforehand (there does not seem to be any evidence of that so far), as I’ve also written before about those who commit hate crimes against Asian Americans and other minority groups, I do not support criminalizing them in such a harsh and punitive way that they become “lifelong racists” — or in this case, lifelong homophobes.

I hope we can emphasize the need to condemn and punish the act while also making sure the actors learn from their mistakes so that they can eventually join the fight to make sure these kinds of tragedies do not happen again.

Moving Forward Together

As I noted earlier, the focus should be on Tyler Clementi, his family, his social community, and others in a similar position. It’s with this in mind that I point out that LGBT Americans and Asian Americans share many things in common. As I’ve chronicled on many occasions on this blog, many Asian Americans have and continue to endure bullying, racist taunts, and even physical violence in their daily lives. Like Tyler Clementi, many Asian Americans feel isolated, alienated, and even despondent over how they’re treated by mainstream American society — to the point of also taking their own lives as a result.

A tragedy like this can tear us as a society apart, or it can help open up a dialog and ultimately bring us closer together. I believe that the despite inevitable differences that many individuals have within each minority group, the common experiences on feeling shut out of the American mainstream is an unfortunate but powerful bond that we do share together.

Update: On March 16, 2012, Dharun Ravi was found guilty of several charges for his role in the events related to spying on Tyler Clementi:

A New Jersey jury today found former Rutgers student Dharun Ravi guilty on all counts for using a webcam to spy on his roommate, Tyler Clementi, having a gay sexual encounter in 2010.

Ravi, 20, was convicted of invasion of privacy, bias intimidation, witness tampering and hindering arrest, stemming from his role in activating the webcam to peek at Clementi’s date with a man in the dorm room on Sept. 19, 2010. Ravi was also convicted of encouraging others to spy during a second date, on Sept. 21, 2010, and intimidating Clementi for being gay.

Ravi was found not guilty of some subparts of the 15 counts of bias intimidation, attempted invasion of privacy, and attempted bias intimidation, but needed only to be found guilty of one part of each count to be convicted.

The convictions carry a possible sentence of five to 10 years in prison. Because Ravi is a citizen of India, and is in the US on a green card, he could be deported following his sentencing.

Best Asian American Documentaries (Part 2)

This is the second part of my list of best films, videos, and documentaries that focus on Asian Americans and are great choices for showing in introductory Asian American Studies classes (read Part 1 here). The following list is organized by topic and corresponds to the chronological order in which I discuss each topic in my “Asian American Experience” course. For each topic, I highlight the documentary (or for some topics, two or more) that I tend to show the most often, followed by other videos that I consider to be good choices for that topic as well.

Discrimination, Inequality, & Racism

As the name implies, this section focuses on the historical/contemporary examples and individual/institutional ways in which Asian Americans have been targets of racial discrimination, ranging from the Foreign Miner’s Tax, to the Chinese Exclusion Tax, the Japanese American imprisonment, and Vincent Chin’s murder, to name just a few.

  • A Dream in Doubt: This video chronicles the murder of Balbir Singh Sodhi, an Indian American Sikh gas station owner in Phoenix who was shot to death by Frank Roque in the first hate crime murder committed after the 9/11 attacks. It’s a moving look at both the individual costs of hatred, along with how the criminal justice system responds to such a crime in an emotional time for the nation.
  • Lest We Forget: Another excellent video that connects the imprisonment of Japanese Americans after the Pearl Harbor attack with the incarceration and racial profiling of Arab and Muslim Americans after 9/11.

Interracial Relationships and Dynamics

In this section, I focus on the issue of interracial dating and marriage, a hot-button topic for many Asian Americans. I explore the individual, family, community, and institutional factors that influence the choice of who a person dates or marries, with a particular focus on the issue from the point of view of Asian American males.

Faith, Spirituality, and Religion

This section explores roles that faith, spirituality, and religion can play in the lives of Asian Americans, ranging from providing emotional stability, practical information and resource, and providing a bridge to the rest of American society.

  • “Muslim” episode of the reality TV show 30 Days (Season 1): Created by Morgan Spulock (the guy who made Supersize Me in which he only ate McDonalds fast food for 30 days), this particular episode involves a practicing Christian living with a Muslim American family for 30 days as he tries to find his own truth about what Islam is all about.
  • American Made: Not a documentary but rather, a short drama about a Indian American family and how temporarily getting stranded in the dessert leads to an intergenerational understanding of what it means to be a Sikh in American society.
  • The Split Horn
  • Blue Collar and Buddha
  • Muslims in America

Sexuality and Creative Expression

This section highlights two sets of issues that have been marginalized or taboo in the Asian American community for too long — sexuality/sexual orientation and creative/artistic expression. I try to emphasize that in addition to achieving “material” goals related to education, jobs, and income, Asian Americans also need to recognize the value of other forms of living and personal expression that connect the individual with the community.

Social & Political Activism

While it’s important to recognize how Asian Americans have been targeted for discrimination, it’s just as important to understand that through the years, Asian Americans have not just been passive victims. Instead, in this section, I describe how there is a long and proud history of activism and collective action within the Asian American community and how we have fought back to assert our rights as true Americans.

New Paradigms and Emerging Issues

In this final section of my “Asian American Experience” course, I reflect back on where Asian Americans have been and just as important, take a look at where Asian Americans, American society, and the world in general is going as we move forward into the 21st century and in particular, as we become more culturally diverse, globalized, and transnational.

  • Yellow Apparel: When the Coolie Becomes Cool: This hard-hitting documentary looks at the plusses and minuses of Asian/Asian American culture becoming commercialized and integrated into mainstream American popular culture.
  • American Made: This short film is the only non-documentary film that I show. It stars Kal Penn (of “Harold and Kumar” fame), Bernard White (from “The Matrix Reloaded” and “The Matrix Revolutions”), Sakina Jaffrey, and Te’Amir Yohannes Sweeney as an Indian American family whose car breaks down in the Arizona desert. As they ponder if anyone will stop to help them, the film explores the delicate question of what it means to be “American.”
  • “Angry Little Asian Girl” segment of Searching for Asian America

Transracial Adoption from the Adoptee’s Point of View

The topic of international and transracial adoptions seems to be on many people’s minds these days. Last week, PBS began showing a series of documentaries about such adoptions and their trailer for the series is below. My fellow Asian American blogger Jeff Yang has also written an article summarizing these documentaries in his regular column for the San Francisco Chronicle.

The blogosphere has also been buzzing about National Public Radio host Scott Simon’s recent on-air interview and discussion and book Baby We Were Meant for Each Other about his family’s adoption of two girls from China. Some readers found Simon’s narrative inspiring while others criticized him for some ethnocentric assumptions. For example, Malinda at ChinaAdoptionTalk offers a very well-reasoned response to some of Simon’s comments about the adoption process.

To add more substance to this emerging discussion on international and transracial adoption, the following is a post (reprinted by permission) originally titled “NPR’s Scott Simon Discusses Adoption on Fresh Air” by my former student and now colleague Gang Shik at his blog The Transracial Korean Adoptee Nexus. In his post, Gang asks the question, Why is it that whenever the media talks about transracial adoption that the last person they seek to for their input are the adoptees themselves?

It came as no surprise to me that the person talking about adoption, was an adoptive parent. As always, it appears as though adoptive parents are the only “authorities” on adoption. I come back to this same problem every time I hear a program on adoption. Why aren’t adoptees being called on to discuss their experiences? There are professors, researchers, artists, musicians, and poets who all have incredibly interesting stories to tell and who are professionals with opinions on adoption that go beyond the merely personal.

There are three topics I’d like to address with this post. First, I will look at adoption, assimilation rhetoric, and the “magic” of the familial integration. Second, I want to discuss a few things related to how Mr. Simon and his wife have decided to parent their children. And third, I will discuss the politics of racial identity.

As with most of my posts, I want to first start by saying that this is not meant to be slander, nor is it meant to be malicious by any means. The point of posts such as these, and the point of all my posts on my blog, are to discuss representations of adoption in the media, and the often overlooked discussions of race and identity for transracial adoptees. Whether you are an adoptee, adoptive parent, member of the triad, or any other concerned individual, this post is meant to inspire dialogue.

For as long as I can remember, adoptive parents have talked about their child(ren)’s first moments with them as being instantaneous and almost magical. “That first moment was magical. We knew, that s(he) was ours.” In so many ways, adoptive parents want their child(ren) to feel as though they were meant for each other. I do believe that these sort of narratives can gloss over some of the more important details that are occurring to an adoptee that are invisible to adoptive parents.

Some parents recount their experiences saying how the transition was seamless, or minimal at most. The effects of adoption on the adoptee are often dismissed as children are perceived to be “fitting in” to their new environments. There is no discussion of trauma, since many who adopt children believe this to be the least traumatic experience for a child. I’m no expert on child psychology, so I can’t speak to this last point much. But I can say that, adoption can be very traumatic.

I’ve met many adoptees who were adopted later in their lives – some are four, five or even six years old when they are adopted. So many of them have completely lost all memories of their homelands. Most are completely devoid of any bilingual language capabilities that they once had. Think of it this way. What sort of moment in your life could be so traumatic that you push all memories of it out of your mind permanently? Adoption is no easy thing for an adoptee, regardless of age, I have to believe that even young children can sense these things in one way or another.

At one point Mr. Simon said “she immediately became our child.” No doubt, she became your daughter at that very moment. However, I would urge Mr. Simon to not forget that she will forever be not just your daughter, but her birth mother’s daughter too. Continue to celebrate her life in China as much as you do in the U.S. Too often, I hear about adoptive parents who celebrate the day they arrived in the U.S. with out any concept of the life they lived or lost before they were adopted.

I do want to point something out which I found encouraging in Mr. Simon’s interview. He stated that he and his wife wish to provide their daughters with as much of their heritage as possible so that they can make their own decisions for themselves later in life. These things may not necessarily be relevant to them now, but it is important to present these aspects of themselves as important parts of them that should be available to them early on.

Simon is referring to a Chinese school that both his daughter are enrolled in over the summer that teaches Mandarin, Chinese cooking and cultural celebrations. Now, I can’t speak to the quality of these things but I do think it is encouraging to hear that they have considered the importance of making these things available to their children at an early age. He and his wife even went as far as attempting to only hire Chinese babysitters for their daughters.

Finally, I wanted to comment on a particular comment I found confusing towards the end of the interview. Mr. Simon said that he does not believe it is healthy for one to confuse identity with ethnicity. I think that the word ‘ethnicity’ has become a code word for race more recently. Some folks balk at using the word ‘race’ when referring to their adoptee children, especially when they are Asian. However, I think it is incredibly important to acknowledge this.

He says that his daughters are aware of the fact that they are Chinese. They will be made VERY aware of what it means to be Chinese American and Asian American and how this collides with their identities as young women soon enough. And I believe that this can not and should not be left out of the conversation. Race, whether we like it or not, is part of the American subconsciousness. Children are exposed to this at a very young age through television, the media, the other children they are surrounded by as they grow up.

These conversations need to happen. I’m partially encouraged by some of the things Mr. Simon had to say. However, there is so much left to change. I would encourage Mr. Simon to consider helping change the all too common adoption narrative to one that encourages and embraces the opinions and perspectives of adult adoptees. For the most part, adoptive parents are the ones given the microphone to talk about their experiences and frame how adoption is talked about in the media.

Adult adoptees are an important part of the equation since your child won’t be a child forever. I would love for there to be an NPR program that includes adult adoptee scholars, writers, educators, bloggers etc. Our voices are out there, but for the most part, we’re not listened to or honored as much as yours. As adoptive parents, and as reporters and journalists I hope you’ll consider our voices as important as your own and give us opportunities to be a part of the dialogue.

Best Asian American Documentaries (Part 1)

As the new academic year starts for many colleges around the country, like many professors, I am busy preparing to teach my courses. In my case, I usually teach two courses in the fall semester: “The Asian American Experience” (a ‘conventional’ classroom course with 40 students) and “Bridging Asia and Asian America” (a once-a-week, two-hour colloquium with 30 students, taught in the lounge of one of the residence halls). While these two courses are distinct, obviously there is a lot of overlap in terms of examining the histories and experiences of Asian Americans and their connections back to Asia.

With that in mind, I would like to share my list of films, videos, and documentaries that I think are good choices for showing in introductory Asian American Studies classes (the videos are most suited for college and advanced high school courses). As the study of Asian Americans continues to grow, hopefully instructors of these kind of courses and others interested in Asian Americans in general will find this list useful.

The following list is organized by topic and corresponds to the chronological order in which I discuss each topic in my “Asian American Experience” course. For each topic, I highlight the documentary (or for some topics, two or more) that I tend to show the most often, followed by other videos that I consider to be good choices for that topic as well.

Basic Concepts: The Racialized Landscape

In this first section of the course, I lay out the sociological framework and institutional nature of the U.S.’s racial/ethnic landscape into which Asian Americans fit. I focus on how, contrary to historical and contemporary ideals of being “colorblind,” American society has been and continues to be highly racialized and how social institutions reinforce and perpetuate racial distinctions.

  • The Color of Fear: Made in 1992, this video is “just” a group of men from various racial backgrounds sitting around talking about race, but their words sharply illustrate many of the basic and also subtle ways in which racialization gets played out on the individual level and ultimately highlights the failures of trying to be colorblind.
  • White Like Me/em>: An excellent documentary that focuses on the life and work of anti-racism activist and author Tim Wise and how he tries to address ongoing racism int he U.S. by trying to get White Americans to see how racism affects them and their everyday lives.

Immigration and Settlement

In this section, I describe the history of Asian immigration to the U.S., how the 1965 Immigration Act has impacted the current demographics of the Asian American population, and the dynamics of Asian American ethnic communities, from the first urban Chinatowns to emerging suburban enclaves like Little Saigon.

Assimilation and Ethnic Identity

This section explores the multidimensional and multi-level process of assimilation and ethnic identity formation. I discuss how these ideas involve more than just acculturation, how ideas of what it means to be an American have evolved through the years, and how these dynamics play out among adopted and mixed-race Asian Americans.

  • Daughter From Danang: This critically-acclaimed documentary chronicles the experiences of an Amerasian from Viet Nam who was adopted by a White mother and her journey back to reconnect with her birth family in Viet Nam. Along the way, she comes to some powerful and painful realizations about her identity.
  • Wo Ai Ni Mommy: Another critically-acclaimed documentary that focuses on the assimilation of adopted Asian Americans by, in this particular case, following the adoption and adjustment of an seven-year old (older than most Asian adoptees) girl from China by a White American family on Long Island, New York. Illuminating, touching, and very thought-provoking.

Women, Gender, and Family

Emphasizing the histories, experiences, challenges, and contributions of Asian American women, I highlight their paths of immigration into American society and the contemporary and often contradictory pressures they face, from familial expectations, to academic success, to dealing with exoticization and “yellow fever.”

  • Never Perfect: This video portrait follows a young Vietnamese American woman and her decision to have eyelid surgery. In between, it highlights the historical and contemporary pressures on how Asian American women are expected to look and behave.
  • Seeking Asian Female: This very personal documentary was created by Debbie Lum as she tries to explore the “Yellow Fever” fetishization of Asian women. She does so by profiling a White American man and a Chinese woman and the ups and downs of their relationship.

The Model Minority Image

This section examines the origins of Asian Americans portrayed as the “model minority” and in what ways a seemingly “positive” stereotype is true and beneficial to Asian Americans, and how it also distorts the reality of life for many of us as it overgeneralizes and carelessly lumps all Asian Americans together.

  • Linsanity: The Movie: As the title implies, it focuses on jeremy Lin’s rise to meteoric rise to superstardom and into popular American culture. In the process, it describes the ups and downs of his amateur and professional career and is an interesting look into how he both reinforces and challenges model minority notions of Asian Americans.
  • “The Governor” segment of Searching for Asian America: This segment of the Searching for Asian America video features Gary Locke and his victory as Governor of Washington state in 1992 and how his personal story both reinforces and contradicts the model minority image.

Work and Employment

How do Asian Americans differ in terms in terms of their occupational and employment success? I analyze two different aspects of that question in this section — glass ceiling barriers that many Asian Americans still confront in the workplace and secondly, how many choose to bypass those hurdles altogether by owning their own small business.

  • Patsy Mink: Ahead of the Majority: An excellent profile and biography of the remarkable and irrepressible Patsy Mink. It follows the trials and tribulations of her life and career and how she overcame each successive challenge and glass ceiling barrier that she encountered on the way to becoming one of the most beloved, respected, and revered Asian Americans ever.
  • Labor Women: This documentary profiles three young Asian American women who work as labor organizers in the Los Angeles area and in the process, fight against the traditional patriarchal notions of women’s work in their communities while forging important ties to other communities of color.

Asian Americans, Education, & More Signs of Inclusion

Social scientists know that one institution of American life that is crucial to either alleviating or perpetuating inequalities is our education system. With that in mind, I would like to highlight a few recent news stories, articles, and announcements that include positive news as they relate to Asian Americans and higher education. With each step that the Asian American community (and other racial/ethnic communities as well) takes, hopefully it represents another positive development in reducing social inequalities for all Americans.

Wallace Loh Named New President of Univ. of Maryland

I would like to offer my congratulations to Dr. Wallace Loh on being named the new President of the University of Maryland (home of one of the best Asian American Studies Programs in the country, headed by my friend and colleague Larry Shinagawa).

Dr. Loh and his family left China in 1961 to escape communist oppression, first immigrating to Peru (Dr. Loh is also fluent in Spanish) and then coming to the U.S. for college. He completed his Bachelor’s degree from Grinnell College in Iowa in Psychology (take note of that young Asian Americans — he is not an engineer or physical scientist), a Master’s from Cornell, a Ph.D. in Psychology from the University of Michigan, and finally a law degree at Yale. He was also Dean of the University of Washington’s law school (where he was also a close advisor to then-Governor Gary Locke) and most recently, Provost at the University of Iowa.

As you can see, Dr. Loh is extremely accomplished and as an Asian American in higher education, I am thrilled to see another Asian American attaining the Presidency of a major university. I wish Dr. Loh the best success in his new position.

Special Issue on Asian American and Pacific Islander Higher Education

The academic journal AAPI Nexus (2010, Volume 7, Number 1 and published by UCLA’s Asian American Studies Center) has just released its second issue of a three part education series, focusing on Higher Education, guest edited by Mitchell J. Chang (UCLA) and Peter Nien-chu Kiang (University of Massachusetts Boston). Below is a listing of the articles included in the issue:

  • Ling-chi Wang: Establishing a Chinatown campus of the City College of San Francisco
  • Rick Wagoner and Anthony Lin: Southeast Asian American community college students who transfer to four-year institutions
  • Jillian Liesemeyer: Historical comparison of exclusionary quotas against Jewish and Asian American college students

While I have yet to read the articles in this issue, from their descriptions it looks like they each tell a story in which Asian Americans — individually and collectively — have faced and continue to face various challenges when it comes to achieving educational access and success. In their own ways, each article seems to highlight ways in which Asian Americans have worked individually and collectively to confront those barriers and in the process, they have not only empowered themselves but others around them to work toward greater inclusion.

Not Just Scientists & Engineers: Asian American College Students Diversify Their Majors

International Business Times reports that Asian American college students are increasingly turning to other fields of study and majors, rather than the more stereotypical ones of physical sciences, technology, engineering, and mathematics:

Larry Shinagawa, director of the Asian American Studies Program at the University of Maryland, said that . . . First-generation immigrant Asians typically pursue STEM careers — fields that are secure, prestigious, pay well, and have low barriers to entry. He added that two generations ago, Asian Americans (even those born and raised in the U.S.) also largely pursued stereotypical STEM careers.

However, Asian Americans (second-, third-, or fourth-generation) have recently begun to defy the STEM stereotype. Now, a greater number of them study humanities and social sciences versus STEM disciplines. And after completing their studies, an increasing number of them are entering into law and business.

Shinagawa said that many Asian Americans feel more “Americanized” and believe they have a broader range of occupational choices. As to why they choose business and law specifically, he explained that many Asian Americans do not feel they can compete with immigrant Asians in STEM fields, so they opt for law and business, which offer the same or better pay and prestige compared to STEM jobs.

As I’ve always said, there’s nothing wrong with becoming a scientist, engineer, mathematician, etc. if that’s what you truly enjoy doing. But if it’s mainly the parents who are pushing their children towards these occupations, that’s a recipe for future alienation and resentment. For Asian American college students in that position, you owe to yourself to have an honest talk with your parents about what you want to do for the rest of your life.

Further, as diverse as the Asian American population is, so too should be our occupational distributions. We need Asian Americans as doctors, scientists, engineers — and also as musicians, authors, professors, corporate executives, journalists, actors, etc. The take home message is: do not limit yourself.

Frank Wu Named New Dean of Univ. of California Hastings Law School

I also offer a belated congratulations to Frank Wu, renowned civil rights scholar and activist, for being named as the new Dean of the Law School at the University of California, Hastings:

Wu, a Michigan native, has said he changed his career plans from architecture to law as a teenager in response to the racially motivated murder of a young Chinese American man in Detroit in 1982 (Vincent Chin).

He first practiced law with a San Francisco firm and later taught at Columbia, the University of Michigan and Stanford. He became the nation’s youngest law school dean at Wayne State University in Detroit in 2004 and served until mid-2008.

Wu was chairman of the Washington, D.C., Human Rights Council in 2001-02. He is the author of the 2003 book Yellow: Race in America Beyond Black and White, and was a co-author of the 2001 textbook Race, Rights and Reparation: Law and the Japanese American Internment.

As with the cases of Wallace Loh (mentioned above), Jim Young Kim at Dartmouth, and other accomplished Asian American leaders in higher education, it is very gratifying to see Asian Americans in these positions of leadership. With these accomplishments, Asian Americans continue to demonstrate that, contrary to some stereotypes, we can be excellent leaders in helping the U.S. succeed in the age of globalization and transnationalism.

Chinese College Students Flocking to U.S. Campuses

USA Today reports that several colleges and universities around the country have seen a recent surge in students from China enrolling on their campuses:

Last year alone, 98,510 Chinese graduate and undergraduate students poured into U.S. colleges and universities, lured by China’s emphasis on academic achievement and the prestige of U.S. higher education.

China is second only to India when graduate students and undergrads are counted. But undergraduates are the newer phenomenon. Nationally, an 11% growth in undergrad enrollments last year was driven largely by a 60% increase from China, a report by the Institute of International Education says. Grad student enrollments were up 2%. . . .

The increase also reflects a “strong dialogue” between the two countries, says U.S. State Department deputy assistant secretary Alina Romanowski. She says the recent growth can’t be pinned to specific changes in visa policy, but some U.S. college officials say they detect a friendlier attitude among U.S. embassies and consulates, which review visa applications. One key question for any country is whether visa-seeking students can prove they will return to their home country upon graduating from a U.S. college.

“Because the Chinese economy has improved, students feel there are opportunities there waiting for them,” says Gretchen Olson, director of international programs at Drake University in Des Moines, where there are 28 undergraduates from China this fall, up from one in 2003.

Overall, I agree that these increases in “academic exchange” (the proliferation of Confucius Institutes around the U.S. are another example) are a positive development in terms of fostering more interaction between Chinese and Americans, which according to the “contact hypothesis” should by itself result in more understanding and tolerance between two groups, which the USA Today article discusses.

However, Chinese educational and government authorities, along with Chinese students who come to U.S. colleges, should remember that they need to conform to American norms and expectations in regard to things like who gets to determine curriculum (in China, the government does — in the U.S., the colleges, departments, and faculty do) and lax standards when it comes to academic dishonesty.

Overall, each of these recent news items represent a positive step forward for Asian Americans and all of American society in general. The next steps of course, are to keep the momentum going and to ensure that all racial/ethnic groups are also included in what will hopefully be a rising tide of greater empowerment and achievement as we move forward.

Harmony and Community in Yosemite

My family and I recently got back from our three week vacation to see family, friends, and sites in California. Our original plans actually involved camping out at the Grand Canyon and driving through Arizona but after the state passed their law to crack down on unauthorized immigrants through racial profiling, we joined the boycott and changed our plans to drive through California instead.

In chronological order, we were in Orange County (OC), Deer Park Monastery in Escondido (just north of San Diego), then back to OC for a couple of days, then up Pacific Coast Highway (Hwy 1) to San Luis Obispo and Morro Bay for a night, then continuing up Highway 1 into San Francisco and Berkeley for a few days, then over to Yosemite and Sequoia National Parks for a couple of days, then finally back to OC. While it was a pretty packed schedule, we had a lot of fun cruising around the state in our rented PT Cruiser convertible. I posted a short photo album of our trip at my Facebook page (thanks to reader Kevin for the tip on making the album viewable by everyone).

It was during this time last year that I posted about a couple of incidents at the annual Family Retreat at Deer Park Monastery that illustrated some curious racial/ethnic differences that still exist in an otherwise progressive and peaceful social environment. As you can see by the comments at the end of that post, my observations generated a fair amount of controversy and discord.

This time around, I would like to share some more observations about racial/ethnic issues that I encountered while on vacation, but this time describe how they illustrate a different set of interactions — harmony and a sense of cross-racial and cross-national community.

El Capitan in Yosemite National Park

Specifically, it was during our visit to Yosemite National Park (picture of El Capitan above, taken by my daughter). We only had about 24 to spend at the park so in order to see as many of the most famous sites as possible in a relatively short amount of time, we decided to drive to the Yosemite Valley area and take their free shuttle around to different stops. At the stop nearest to Half Dome, we got out and walked up the trail a little bit to get a closer look, then walked back and got back on board the next arriving shuttle.

Once on board the shuttle, a conversation ensued regarding a pine cone — a young Japanese man was holding a large pine cone and a young German couple next to him asked him where he got it. He replied that he found it on his hike up Half Dome. Then an Asian Indian family close by remarked on how cool it looked and asked to take his picture with it. My Asian American wife also commented on how big the pine cone was and then a White American next to us chimed in by pointing out other areas of the park where people might find similar pine cones.

This relatively short interaction encapsulates and symbolizes that there are still plenty of wonderful and beautiful things about the U.S. that we can all enjoy and celebrate together as a community. That is, while there are still plenty of differences across numerous forms of identity that can potentially divide us, there are also many points in which we have in common, in this case, the natural beauty of Yosemite National Park.

As sociologists point out, these physical landmarks and social institutions can serve as a very strong kind of “social glue” to bind people from different backgrounds together across shared interests and values and in the process, start to bridge the social gaps and promote more solidarity between different groups. Other examples of common institutions can include religion, arts and entertainment, education, sports, food and cuisine, tourist attractions, etc.

While social divisions will continue to exist, there are many more things here in the U.S. and beyond that can potentially unite us as Americans and as citizens of the world. Far from being a contradiction, using common interests and institutions can actually help us assert equality and justice for everyone. Indeed, something as simple as a pine cone can also be a very powerful symbol of unity.

Looking Backward and Forward: The 35th Anniversary of the End of Viet Nam War

I’ve been a little remiss in mentioning that this year marks the 35th anniversary of the end of the Viet Nam War and the start of the eventual exodus of several million Vietnamese out of Viet Nam since South Viet Nam’s capital of Saigon fell to the communists on April 30, 1975. Around this time 35 years ago, my family and I were temporarily living in Fort Chaffee, Arkansas, one of the four major housing centers set up by the U.S. government to process and eventually resettle the first wave of Vietnamese refugees arriving from Viet Nam.

After living in Ft. Chaffee for a couple of months, we moved to Camp Pendleton, CA to take custody of my cousin who had been separated from her parents in the chaos of trying to leave Viet Nam (her parents never made it out) and she was eventually “adopted” into our family. From there, we were resettled into the Los Angeles area and began our lives as Vietnamese Americans.

For me and many Vietnamese Americans in general, this annual reflection on the end of the Viet Nam War is a bittersweet moment. On the one hand, this occasion is a time of sadness as many of us mourn the devastation of the war, how many of our friends, relatives, and family members suffered and even died as a result, and how we had to make the difficult choice to leave our homeland behind, perhaps forever.

On the other hand, this occasion is also a time of thankfulness as many of us reflect on being able to escape to the U.S. where we had the chance to begin a new, and in many ways a better life for ourselves and our successive generations. We reflect on our gratitude of living in a country where our material lives are undoubtedly better but just as important, where we have individual freedoms that our counterparts back in Viet Nam can only dream of.

As a reflection of the two sides of this anniversary of the fall of Saigon and end of the Viet Nam War, two sets of stories capture both the anguish and the elation of this occasion. Reflecting the other side of this occasion, two stories represent how Vietnamese Americans have built their lives in the U.S. in the decades since while at the same time while still keeping in touch with the legacy of the Viet Nam War. The first article is by Andrew Lam and he profiles “Viet Kieu” (overseas Vietnamese) who have returned to the land they left and how they’re helping rebuild the country:

Nguyen Qui Duc, a Vietnamese refugee who became an American radio host and the author of the memoir Where the Ashes Are, has found yet another incarnation in his mid-50s: Bar owner and art curator in Hanoi, Vietnam. Why would he come back to the country from which he once fled? “Home is where there’s a sense of connection, of family, of community,” he said after struggling to find a single answer. “And I found it here.”

Duc is one of nearly 500,000 Viet Kieu — Vietnamese living overseas — who return to Vietnam yearly, many only to visit relatives, but others increasingly to work, invest and retire. The majority of the people who return are from the United States, where the largest Vietnamese population overseas resides. Indeed, 35 years after the Vietnam War ended, the Vietnamese diaspora is now falling slowly, but surely, back into Vietnam’s orbit. . . .

Vietnamese overseas are playing an important role in Vietnam’s economic life. According to Vietnam’s Chamber of Commerce, in 2008, despite the slowdown in the world economy, Vietnam received overseas aid of more than $7.4 billion. The Vietnamese government said that the diaspora is reducing poverty and spurring economic development. Official development assistance pledged to Vietnam in 2008 by international donors was $5 billion; the overseas population contributed $2.4 billion more.

The second article from the Denton Record Chronicle (TX) highlights similar experiences of “coming home” from the perspective of Vietnamese orphans who fled their country decades ago and are now looking to reconnect in a very personal way:

Thirty-five years ago, Ho and Cope left South Vietnam with the entire Cam Ranh City Christian Orphanage, a war-forced evacuation that would bring them all, improbably, to Buckner Children’s Home in Dallas.

Last week, Thomas Ho and Ty Cope each made their first trip back to Vietnam as part of a reunion of the Cam Ranh/Buckner orphans. Now, suddenly, they were in an identity drama, trying to determine whether a Vietnamese man who had been in touch via the Internet really might be Cope’s dad. Ho talked to the man in Vietnamese for a moment, then pulled away to translate. “He said, ‘I’m very happy. My son! My son!’ ” . . .

Life can take momentous turns, and no one knows that better than the Cam Ranh/Buckner orphans, who were together again last week in their homeland. There were 69 originally, and two dozen came to the reunion, nearly all traveling thousands of miles from Dallas or elsewhere in the United States.

They’re middle-aged now, and middle-class. Most have college degrees, and their professions include architect, banker, computer programmer, nurse, teacher and social worker. They represent a spectrum of assimilation. Many of the younger children were adopted out of Buckner and soon lost their language. The older kids would stick it out, attending Skyline High and speaking Vietnamese among themselves. But they all retained – and still do – a deep bond. . . .

They’ve been having reunions every five years in Dallas, but at the last one, they committed to going back to Vietnam. They raised money, created a website, established an archive of photographs from the Cam Ranh and Buckner days, and ordered reunion T-shirts and ball caps with the slogan “Get Love, Share Love.” After all the planning, the reunion got under way Wednesday, with a big contingent boarding a bus in Ho Chi Minh City (still popularly known as Saigon) heading north toward Nha Trang and Cam Ranh.

Thirty-five years ago, they were orphans on the run, headed the other way.

These two sets of stories and image illustrate not just the sadness and joy that many Vietnamese Americans experience as the reflect on their lives both in Viet Nam and the U.S., but they also represent the “duality” and transnational nature of our identities as Vietnamese Americans. That is, it does not have to be a contradiction to assert our identities as both Vietnamese and as American. As particularly exemplified in the two articles about Vietnamese Americans returning to their land of birth, our two sets of experiences actually complement each other.

In other words, Vietnamese Americans have benefited greatly from the generous opportunities available to us here in the U.S. to rebuild our lives and to enjoy freedoms that we otherwise would not have back in Viet Nam. Despite the past and ongoing struggles, our successes as Vietnamese Americans reinforces the best of what the U.S. can be — the “land of opportunity” for millions of people around the world. It is with these experiences as Americans that we can put our knowledge, skills, and resources to good use back in Viet Nam and around the world.

At the same time, our Vietnamese heritage has also enriched American society in many ways — culturally, as we share our food, traditions, and experiences with our neighbors and economically, as our “Little Saigon” and “Versailles” communities have revitalized urban areas to the benefit of residents from all backgrounds.

As Americans from all backgrounds reflect on this 35th anniversary of the end of the Viet Nam War, I think it’s important to acknowledge what has been lost, but also the many things that all of us have gained in the years since as well.

APA Heritage Webchat with U.S. Foreign Embassies

As we conclude May as Asian Pacific American Heritage Month, below is the transcript from a webchat that I recently did through the U.S. State Department with participants connected with U.S. embassies in various Asian countries. Overall, I think the webchat turned out well and I was happy to be a part of it.

At the same time, I noticed that many of the participants (presumably both U.S.- and foreign-based) have the same erroneous assumptions that I’ve discussed numerous times in this blog — that being “Asian” is the same as being “Asian American.” If anything, I hope that my answers helped to clarify both the similarities and differences between these two sets of experiences and issues.

  • What is Asian Pacific American heritage?

    Asian Pacific American heritage includes the history, experiences, and contributions of Americans of Asian descent. These contributions can be cultural, economic, and political.

  • What are your specialties, what is your site about, and how can we participate on your website?

    I mainly study the social and demographic characteristics of Asian Americans and different forms of assimilation and integration that they undergo, such as interracial and interethnic marriage, owning their own small business, living in an ethnic community, etc. My site discusses these and other political, economic, and cultural issues and news events related to Asian Americans. There is a comment section at the bottom of each of the articles an blog posts on my site where readers can share their reactions and opinions with each other. You can also contact me directly through a message form on my site as well.

  • I’m from Cambodia. What can I help contribute to the APA heritage?

    Globalization and demographic changes have resulted in more connections between Asian countries and the U.S. so Asian Americans have a unique opportunity to be at the forefront on such changes for the benefit of everyone involved. Many Asian citizens already have connections to friends and relatives in the U.S. and can serve as a valuable part of this emerging network.

  • Have you studied in a foreign country and if so, what did you think?

    Unfortunately I’ve never studied abroad, which is something that I regret not doing while in college.

  • Do you have any activities relating to Viet Nam and China around Hoang Sa Island?

    I’m sorry but I don’t have any activities that relate directly to that region. My expertise is in Asian American issues, rather than Asian issues. In fact, I should take this opportunity to make a small correction in Jennryn’s introduction of me — I’m a professor of Asian American Studies, not Asian Studies.

  • Could you give some reflections about the relationship between Asia and the U.S?

    It’s certainly a very complicated issue and one that contains many contradictions. For example, the U.S. loves the cheap labor and natural resources that Asia offers but is suspicious of the power that Asian countries represent. It’s a similar situation with Asian Americans — the rest of America loves the cultural contributions that Asian Americans have added to American society like Chinese restaurants, but is wary that Asian Americans frequently are more educated and make more money than the rest of the U.S.

  • A coworker of mine would like to ask C.N. Le about the Smithsonian Folklife Festival. She says this year, it will feature Asian Americans (and Mexico). Dates are June 24-28 and July 1-5.

    From what I know if it, I think it’s a good idea to include other racial/ethnic groups in these kinds of festivals. We all live in the same society and have to interact with a diverse group of people from different backgrounds, so it makes sense to get to know our neighbors more and to celebrate the many similarities and connections that we share together.

  • How can Asian culture spread in America?

    In fact, many aspects of Asian culture has been incorporated into the American mainstream. This includes media and pop culture examples like anime, manga, martial arts movies, etc. Also includes food, some forms of fashion and other kinds of trends. The key component of this infusion of Asian culture into America is that hopefully Americans will understand and appreciate the history of the culture behind the trend, and not just see it as another commodity or accessory.

  • I want to study out side of my country but am poor in English, so what can I do?

    Well I’m not an expert on study abroad advising but I presume that your school or college offers English classes for you to improve your English skills so that you can one day feel comfortable in studying in the U.S.

  • What kind of stereotypes do you address in your website?

    There have been two main stereotypes that Asian Americans have encountered through the years. First is that all Asian Americans are foreigners — this is the idea that we’re outsiders and not ”real” Americans, even though many Asian Americans have been in the U.S. for several generations and in terms of their values, behaviors, and loyalty, are just as American as anybody else. Second is the stereotype that all Asian Americans are the same — that there are no differences between ethnic groups — that being Chinese American is the same as Japanese American etc.

  • People say that America is a melting-pot, what do you think about this?

    There are some aspects of that melting pot image that is true. As I mentioned, different aspects of Asian culture have been incorporated into the American mainstream. Also, interracial marriage between different racial groups through the years have resulted in the emergence of a growing mixed race/multiracial population. On the other hand, in terms of political power the U.S. is still a very segregated society unfortunately.

  • What are main problems of population growth?

    I’m not sure the main problem is population growth per se but rather the economic opportunities that are associated with growing populations. If a society has the proper resources where growing populations can be adequately cared for, educated, and employed, then the problems normally associated with population growth are less of a concern.

  • I don’t understand what you mean when you mention that Asian Americans are not real Americans and there are no differences between ethnic groups. Can you explain more?

    I will use the example of Vincent Chin — he was a Chinese American living in Detroit in 1982 who was beaten to death by two White men who mistook him for being Japanese and blamed him for them losing their jobs as autoworkers. In this example, we see that the two White men did not differentiate between being Chinese or Japanese — that’s the stereotype that all Asians are the same. Second, they assumed that because of his Asian ancestry that he was not a real American and in fact, accused him of being an enemy of the U.S. by taking over their jobs — this is the stereotype that all Asians are foreginers and not real Americans.

  • Can you give us an example of some of the interesting census statistics you deal with related to diversity?

    Yes, Census statistics paint a very interesting picture — Asian Americans are currently about 5% of the total US population but will increase to about 10% in a few decades. The Latino population has increased significantly as well — from about 15% now to about 25% in a few decades. In fact, around the year 2045, Whites will no longer comprise a majority of the population — they’ll still be the largest racial group by far, but non-Whites will eventually make up more than 50% of the US population.

  • America is a new continent, what has America created as their own heritage?

    America’s heritage is that it offers some of the best opportunities in the world for people to improve their lives. That is why billions of people around the world want to come to the U.S. and in fact, feel compelled to come here without authorization. The US is the first choice of destination for many people around the world because of all the opportunities it offers. But that is also why it is so frustrating when people come here and run into different barriers on their way to accessing those opportunities. Hopefully the US can remember and emphasize its role as the land of opportunity as we move forward in the 21st century.

  • Thanks for the opportunity to share my work. I enjoyed answering people’s questions and hope that we all continue these kinds of discussions in other parts of our work and lives.

For a Change: Good News in Racial, Ethnic, & Immigration Relations

I know many of my recent posts have focused on the “bad news” — examples of tensions and hostilities when it comes to racial/ethnic and immigration news. However, there are certainly examples of the opposite — positive and improving relations between different groups in American society that illustrate how cultural differences can be bridged, or at least traditionally underrepresented groups achieving success. Here is a summary of some of the “good news.”

Michigan’s Rima Fakih Wins Miss USA Pageant

Lebanese American immigrant Rima Fakih is crowned Miss USA for 2010. Ms. Fakih resides in Dearborn MI, home of the largest Arab American community in the U.S. and a site of several controversies and tensions in recent years. Nonetheless, her victory is a positive symbol that such tensions can be overcome in this particular instance:

Fakih, a Lebanese immigrant, told pageant organizers her family celebrates both Muslim and Christian faiths. She moved to the United States as a baby and was raised in New York, where she attended a Catholic school. Her family moved to Michigan in 2003. Pageant officials said historical pageant records were not detailed enough to show whether Fakih was the first Arab American, Muslim or immigrant to win the Miss USA title.

Sacramento to Designate ‘Little Saigon’ District

The latest officially-named “Little Saigon” celebrates the Lunar New Year in Sacramento CA, home to about 50,000 Vietnamese Americans. As sociologists have documented, these newly-emerging suburban ethnic enclaves have revitalized stagnant areas by bringing in new businesses, customers, tourists, residents, and revenue for the city and state. However, as some of the comments in the Sacramento Bee story linked above show, many people still harbor hostile sentiments to anything that they perceive to be “un-American.”

Thirty-five years after the fall of South Vietnam, Sacramento’s growing Vietnamese community will ask the City Council on Tuesday to designate a two-mile stretch of Stockton Boulevard as “Little Saigon.”

The business corridor south of Fruitridge Road – chock full of restaurants, nail and hair salons, jewelry stores and Asian markets – would become Sacramento’s first official ethnic neighborhood. Community leaders hope the branding will provide an economic shot in the arm that will defuse some of the crime along Stockton Boulevard.

Radio Show Bridges Cultural Gaps with Hmong Hunters

Also in Sacramento, Yia Yang, a Hmong American immigrant from Laos, serves as a valuable resource to educate recent Hmong immigrants about hunting regulations and practices, to avoid the kind of misunderstandings and tensions that led to the tragic hunting murders in Wisconsin several years ago.

Along the barren airwaves of AM radio in Northern California, somewhere between gospel music and traffic updates, Yia Yang can be heard telling his devoted listeners to always be aware of their gun muzzles.

A 50-year-old Hmong immigrant from northern Laos, Mr. Yang is the host of a regular all-things-hunting program on KJAY 1430-AM. The station serves one of the nation’s largest Hmong populations — one for whom the link between hunting and survival is still palpable. “In Laos a main source of food was wildlife,” said Mr. Yang, who owns a used-car lot in Sacramento, a city with more than 16,000 Hmong residents. . . .

State officials praise Mr. Yang for translating the nitty-gritty of fish and game law for people from an ethnic group that can be wary of authority figures. Capt. Roy Griffith, who runs the fish and game agency’s hunter education program and has been an on-air guest of Mr. Yang, said Mr. Yang provided “a huge service to the state.” . . . State agencies overseeing hunting and fishing in Minnesota and Wisconsin have hired Hmong speakers to educate, translate and work as cultural ambassadors to the Laotian immigrant population.

Cal State to Grant Degrees to WWII Internees

More than 70 Japanese Americans whose college careers at California State University campuses were derailed when they were sent to World War II internment camps are getting their diplomas. Six CSU campuses are awarding honorary degrees over the next three weeks to former students who were unable to complete their studies once they were forced into the camps established by President Franklin Roosevelt in 1942.

Some of the aging alumni plan to attend the special ceremonies and those who are deceased or unable to travel will be represented by their families. . . . Both the Cal State system and the University of California decided last year to belatedly honor the estimated 950 students of Japanese descent who were interned during the war. Students from four UC campuses – San Francisco, Berkeley, Davis and Los Angeles – received honorary degrees during winter commencement.

Asian Judge Nominee Shows Community’s Progress

Goodwin Liu, Associate Dean and professor at the University of California at Berkeley law school, is poised to become only the second Asian American judge in the federal appeals courts after the Senate Judiciary Committee voted to pass his nomination to the full Senate for a vote. More generally, his success represents the progress of Asian Americans entering the highest levels of the judicial system.

Asian-Americans are 5 percent of the U.S. population and 15 percent of the doctors, but about 3 percent of the lawyers. When it comes to lawyers becoming federal judges, which requires strong networks and political connections, Asian-American representation is even smaller.

Ten of 875 active federal judges, just over 1 percent, are Asian-American, according to the National Asian Pacific American Bar Association (NAPABA). On the appeals court level, which has outsized influence in shaping the nation’s laws, only one of 175 judges is Asian: Denny Chin, who was confirmed just last month.

If Liu is confirmed, he would join Chin and Harold Koh, former dean of Yale Law School and currently a State Department legal adviser, as potential candidates to be the first Asian judge on the Supreme Court. . . .

Asian-Americans constituted 8.1 percent of law school students in the fall of 2009, up from 7 percent in the fall of 2000, according to the Law School Admissions Council. And Obama has accelerated the pace of Asian nominations to the federal bench. George W. Bush placed four Asians on the bench and Bill Clinton five; Obama has nominated eight so far, including Liu.

Mayor Proclaims Houston-Nanjing Friendship Association Day

Annise Parker, mayor of the city of Houston, on Saturday proclaimed May 15, 2010 as “Houston-Nanjing Friendship Association Day”. In a proclamation to the newly-established association, Parker said Houston is a city of rich culture diversity and has been enriched by the presence and contributions of its citizens of Chinese ancestry.

“Houston recognizes their (Chinese ancestry) important role in the culture, civic, economic and spiritual life of our city,” Parker said, “A good relationship between Houston and Nanjing from economic, trade, tourism and culture exchange aspects would significantly benefit the citizens of these two cities, and also enhance the understandings and good relationships between the United States and China.”

Arizona, Immigration Reform, and Where the Democratic Party Stands

As I’m sure almost everyone has heard about, a couple of weeks ago the Arizona legislature passed a new law (SB 1070), signed by the Governor, that allows local police to check the immigration status of anyone they suspect of being an unauthorized immigrant. In making being in the state without authorization a crime, Arizona police can then arrest and begin deportation proceedings against those who cannot properly document that they are legal immigrants.

As many critics of the law point out, the law basically legalizes racial profiling against Latinos, anyone who looks Latino and more generally people of color since it is highly unlikely that this new law can be carried out without the police resorting to racial profiling against the racial/ethnic group most often associated with the issue of unauthorized immigration: Latinos. In other words, it is highly unlikely that Whites will be stopped in large numbers by police and told to prove that they’re in the U.S. legally.

My family and I had plans on visiting Arizona this summer, seeing some friends, and camping at the Grand Canyon (it would have been my daughter’s first visit to the Grand Canyon). But along with many people in the U.S. and around the world who condemn this law, including many Asian Americans, we decided to act on our opposition to this new law by canceling our trip and are now boycotting Arizona. My daughter was disappointed but certainly understands and supports the reason behind it.

Others have written very detailed and convincing critiques of Arizona’s law and I don’t want to just echo what they’ve already said. Instead, I would like to reemphasize some points made by Debra J. Saunders at the San Francisco Chronicle. She points out that while it’s natural and generally for critics of Arizona’s law to focus on Republicans for condemnation, Democrats are not completely free of blame either:

President Obama called the Arizona law “misguided” and said he favors “commonsense comprehensive immigration reform.” It’s all lip service. President Obama reneged on his 2008 campaign pledge to push immigration reform – with a path to citizenship for undocumented aliens – during his first year in office because, well, it’s political poison.

At a Cinco de Mayo event last week, Obama had a new promise – “to begin work this year” on an immigration bill. In Spanish that translates into: Adios, amigos. Of course, not all Latino voters want to relax immigration laws, but to the extent that they do, they have guaranteed that the Democratic Party will take their votes for granted.

Meanwhile, why should Republicans stick their necks out for a demographic that abandoned John McCain in the 2008 presidential election? He risked his political ambitions by pushing for a federal bill with a pathway to citizenship in 2007 and then, according to an Edison/Mitofsky exit poll, McCain won a lousy 31 percent of the Latino vote- down from George W. Bush’s 44 percent in the 2004 presidential contest.

Obama helped kill that bill, and he won 67 percent of the demographic.

When it’s in their interests, Democrats ditch their pro-illegal immigration corner. In 2003, the Democratic California Legislature passed a bill to allow illegal immigrants to obtain driver’s licenses. Voters revolted and recalled Gov. Gray Davis, who signed the measure. In a craven act of cowardice, the Legislature quickly voted to rescind the bill it had passed.

In 2009, the Obama administration deported 5 percent more illegal immigrants than the Bush administration deported in 2008. As part of his immigration reform proposal, New York Sen. Chuck Schumer, a Democrat, is pushing for a national ID card for all American workers – the very type of documentation that critics of the Arizona law have said will turn Arizona into the “Your papers, please” state.

Saunders’ last point about Democratic Senator Chuck Schumer deserves particular attention. A few months ago, Schumer and South Carolina Republican Senator Lindsey Graham laid out their “blueprint” for comprehensive immigration reform (this was before the Arizona law as passed). As printed in the Washington Post, some of their provisions directly mirror the anti-immigrant sentiment that prompted the Arizona law:

We would require all U.S. citizens and legal immigrants who want jobs to obtain a high-tech, fraud-proof Social Security card. . . . We would bolster recent efforts to secure our borders by increasing the Border Patrol’s staffing and funding for infrastructure and technology. More personnel would be deployed to the border immediately to fill gaps in apprehension capabilities.

Other steps include expanding domestic enforcement to better apprehend and deport those who commit crimes and completing an entry-exit system that tracks people who enter the United States on legal visas and reports those who overstay their visas to law enforcement databases. . . .

For the 11 million immigrants already in this country illegally . . . they would be required to admit they broke the law and to pay their debt to society by performing community service and paying fines and back taxes. These people would be required to pass background checks and be proficient in English before going to the back of the line of prospective immigrants to earn the opportunity to work toward lawful permanent residence.

Regardless of their political ideology, almost everyone generally agrees that as it stands, our current immigration system and policies are broken and need to be fixed. For years, conservatives have argued for an strict “enforcement first” approach that focuses on keeping unauthorized immigrants from entering in the first place and deporting as many as possible those already in the U.S. (or at least making life so miserable for them that they voluntarily leave the country).

Historically, Democrats have supported a more forgiving approach to immigration reform that, while acknowledging their unauthorized status, also recognizes the contributions that they make to the economy through sales, income, and other taxes that they pay and in making labor-intensive industries such as agriculture and construction more globally competitive, to name just a few.

But nowadays, as Julia Preston at the New York Times writes, it seems that Democrats have become just as “enforcement-first” as Republicans:

The enforcement would be more far-reaching than anything in place now — or anything proposed by the administration of President George W. Bush. It begins with “zero tolerance” for immigrants trying to enter the country illegally, by tightening border enforcement and by barring them from taking jobs in the United States.

“It shows how far the Democrats have moved in terms of tougher and tougher enforcement,” said Edward Alden, a senior fellow at the Council on Foreign Relations who studies immigration. “Across the board you see language that would be very comfortable in a proposal written by Republicans.”

This change in direction by the Democratic Party is not an encouraging sign for supporters of addressing the issue of unauthorized immigration in a more holistic manner (recognizing the humanity of the people involved, the economic reasons many decide to enter the U.S. in the first place, the diversity of the unauthorized immigrant population to include not just border crossers but visa overstayers, and the contributions they make to the U.S.). In fact, while there are still some Democratic politicians who share these beliefs, I would say that as a rule, we can no longer rely on the Democratic party or Democratic politicians to be a staunch ally in terms of supporting a humanistic and holistic approach to comprehensive reform. And as much as I hate to say it, this includes President Obama.

Granted, much of the change in attitude among Democratic politicians toward a stricter “enforcement-first” approach is due to the practical realities of wanting to appeal to their mostly White constituents to get reelected (itself a reflection of the emerging White backlash movement). Nonetheless, for many liberals like me, seeing the Democratic Party distancing itself from their traditional support of true comprehensive immigration reform feels like a kick in the stomach and a betrayal.

At least when it comes to the issue of immigration reform, many within the Democratic Party seem to be making choosing what’s convenient over what’s right.
